MINUTES:  BOARD OF EDUCATION– JANUARY 13, 2003

 

 

The meeting was called to order by Board President Jeffery Rush with the following members also present: William Miller, Kathleen Halstead, Roxanne Landis, Barbara Shull, and Susan Jaquish.

 

Also present were Messrs: Kalata, Rakoski, Sikorski, Lindner, Kneller, Eglesia, Mrs. Drabick, Mrs. Sargent, Mrs. Sick, Mrs. Miller, Ms. Simmons, and interested teachers and citizens.

 

The Region II Interview Committee recommended Susan Jaquish as the new board member to fill a vacancy due to the resignation of Dennis Crumb.  On motion of Mr. Miller and second of Mrs. Landis the Board voted 6-0 to approve the above recommendation.

 

The Minutes of the meeting held on December 4, 2002 were read by the Board.  On motion of Mrs. Halstead and second of Ms. Shull the Board voted 6 to 0 to approve the minutes as amended.

 

The Financial Summary was presented and showed a balance in the General Fund Checking Account of $8,917.01, $263,983.40 in the Cash Management Account, and $2,280,818.96 in PLGIT.  The report also included statements regarding the Student Activity Funds, Student Athletic Funds, Capital Reserve Funds, and Bank Notes.  On motion of Mrs. Landis and second of Mr. Miller the Board voted 6 to 0 to approve the Financial Summary as presented.  (EXHIBIT)

 

The Board studied the Bill List for the General Fund.  On motion of Ms. Shull and second of Mrs. Halstead the Board voted 6 to 0 to approve paid bills in the amount of $1,497,292.13 and approved bills to be paid in the amount of $150,982.59.  (EXHIBIT)

 

The Food Service Report was presented. On motion of Mr. Miller and second of Mrs. Landis the board voted 6 to 0 to approve the report which showed a profit of $168.66 in the breakfast program and $5,005.68 for the lunch program during November 2002.  (EXHIBIT)

 

On motion of Mrs. Halstead and second of Ms. Shull the Board voted 6 to 0 to approve the Facility Use Permits as presented.  (EXHIBIT)

Superintendent Kalata and Mr. Rakoski presented a summary of the State of the District Report highlighting initiatives, organizational charts, finances curriculum, technology, and student data.

 

Mr. Lindner reported on district strategies to resolve student conflicts.

 

Mr. Rakoski reported on the Auditor Generals Exit conference reflecting an excellent overall audit for 1998-99 and 1999-00 with one potential citation concerning certification.

 

Student Representative, Susan Wickman, reported on various student council activities throughout the District.

 

Charles Campbell, of Hughesville, questioned district hiring practices regarding a mathematics vacancy at North Penn High School.  President Rush stated that the Administration would respond in writing to Mr. Campbell.

 

George Kump, of Sullivan Township, presented bus interpretation of bus # 10 data from 1995-2001.  President Rush asked the Administration to respond in writing to Mr. Kump.

 

The Administration recommended Board approval of revisions to Board Policy #113.1 Special Education. 1st reading. The Board voted 6 to 0, by roll call, to approve the above recommendations.

 

The Administration recommended Board approval of the following:

 

A request from Judy Williams, part-time cafeteria employee, Blossburg Elementary School for a six months unpaid leave of absence for medical reasons and an additional 12 weeks of Family Medical Leave time.

The employment of Che Regina as mathematics teacher at North Penn Jr. Sr. High School effective January 24, 2003.  Mr. Regina will be employed as a temporary professional employee at the first step of the bachelor’s salary column, $33,000, plus benefits (salary and benefits to be pro-rated) as defined by the Southern Tioga Education Association Employment Contract.

The employment of William Walls as head custodian at Mansfield Jr. Sr. High School effective January 14, 2003.  Mr. Walls will be compensated at current hourly wage plus 25 cents per hour as defined by the Southern Tioga School District/CWA Employment Contract.

The employment of Nancy Nance as a teacher assistant for an ESL position at Mansfield Jr. Sr. High School.  Ms. Nance will be compensated at an hourly rate of $8.00 as defined by the Southern Tioga School District/CWA Education Assistants Employment Contract.

The employment of Kathy Foley as the secretary to the Coordinator of Special Instructional Services, effective January 20, 2003.  Ms. Foley will be employed at $18,500 annual salary plus benefits as defined by the Conditions of Employment for Classified Employees.

The employment of Brandi Bramm as dishwasher at Mansfield Jr. Sr. High School, effective December 16, 2002.  Ms. Bramm will be employed at an hourly rate of $6.50 as defined by the Conditions of Employment for Hourly Employees.

The employment of Sheila Yungwirth as dishwasher at Mansfield Jr. Sr. High School, effective December 17, 2002.  Ms. Yungwirth will be employed at an hourly rate of $6.50 as defined by the Conditions of Employment for Hourly Employees.

Additions to the 2002/2003 daily substitute employees’ list.

Holli Smith to serve as mentor for Che Regina for the second semester of the 2002/2003 school term.  Ms. Smith will be compensated $513.00 in accordance with the Southern Tioga Education Association/Southern Tioga School District Contract.

Tenure recommendation for Lisa Stryker, Learning Support teacher, at Blossburg Elementary School.

Supplemental contract for the following individuals:

-Peggy Morehart as Junior High Girls Basketball Coach at Liberty Jr. Sr. High School for $1,193.00.

-Deb Campbell as Co-Cheerleading Advisor for wrestling cheerleading coach, Mansfield Jr. Sr. High School for $950.00.

-Richard Palmer as Jr. High Girls Basketball Coach, Mansfield Jr. Sr. High School for $1,193.00.

-Michael Kaufmann as Jr. High Football Coach, North Penn Jr. Sr.  High School for $1,193.00.

-Void ½ contract for Mary Farrer, Co-Cheerleading Advisor, Mansfield Jr. Sr. High School for $950.50.

-Suzanne Van Delinder as volunteer Wrestling Cheerleading Coach at Mansfield Jr. Sr. High School.

Permission to create a Classified Staff position for a Computer Technician at a starting salary of approximately $18,000 plus benefits as defined in the Conditions of Employment for Classified Staff.  This position will replace current contract service.

Employ Jason Dominick as special education teacher at Mansfield Jr. Sr. High School, pending receipt of certification.  Mr. Dominick will be employed as a temporary professional employee at the first step of the bachelor’s salary column, $33,000, plus benefits (salary and benefits to be pro-rated) as defined by the Southern Tioga Education Association Employment Contract.

The employment of Faye Kreger, long term substitute at Liberty Jr. Sr. High School for Erin Litzelman.

On motion of Mrs. Landis and second of Mr. Miller the Board voted 6 to 0, by roll call, to approve the above recommendations.

 

The Administration recommended Board approval to add Roberta Medycki, Hilfiger Transportation, to the School Bus Driver List for the 2002/2003 year.

 

The Administration recommended entering into an agreement with Laurel Health Systems Occupational Health Services to provide “random” substance abuse testing payment for school bus drivers.

 

On motion of Mr. Miller and second of Ms. Shull the Board voted 6-0, by roll-call, to approve the above recommendations.

 

The Administration requested Board approval of field trip and conference requests as presented.  On motion of Mrs. Landis and second of Mrs. Halstead the Board voted 6 to 0 to approve the requests. (EXHIBIT).

 

The Administration recommended Board approval of the following:

The employment of Donald  Jacopetti as physical/health education teacher at North Penn High School, effective approximately January 30, 2003.  Mr. Jacopetti will be employed as a temporary professional employee at the first step of the bachelor’s salary column, $33,000 plus benefits (salary and benefits to be pro-rated) as defined by the Southern Tioga Education Association Employment Contract.

Sherri Prough to serve as mentor for Donald Jacopetti for the second semester of the 2002/2003 school term.  Mrs. Prough will be compensated $513.00 in accordance with the Southern Tioga Education Association Employment Contract.

A request from Traci Trantham, Secretary to the Principal, Blossburg Elementary School, for an unpaid leave of absence, for medical reasons, from January 9, 2003 to July 9, 2003.

A request to move Rebecca Hemling from a day to day substitute to a long-term substitute effective January 9, 2003 through July 9, 2003.  Mrs. Hemling is substituting for Traci Trantham.

Tenure recommendation for Sally Flack, Librarian, Mansfield Jr. Sr. High School.

Tenure recommendation for Catherine Fletcher, Spanish Teacher, Mansfield Jr. Sr. High School.

The addition of Raymond Cooper, Chamberlain Transportation, to the 2002/2003 approved bus list.

 

On motion of Mr. Miller and second of Mrs. Halstead the Board voted 6-0, by roll call, to approve the above recommendations.
