MINUTES:  BOARD OF EDUCATION–August 11, 2008

 

The meeting of the Board of Education of the Southern Tioga School District was called to order by Board President, Barbara Shull, with the following members present: Ivan Erway, Susan Jaquish, Terry Osborne, Roxanne Landis, Frank Kollar, and Gloria Schwab.

Also present were Messrs: Kalata, Rakoski, David, Jaquish, Mrs. Kelly, Mrs. Sargent,

Mrs. Sick, and interested teachers and citizens.

The Minutes of the meetings held on July 16, 2008 were read by the Board. On motion of Mr. Osborne and second of Mr. Kollar the Board voted 7 to 0 to approve the minutes, as corrected.

The Financial Summary was presented.  The report also included statements regarding the General Fund, Student Activity Funds, Student Athletic Funds, Scholarship Funds, Capital Reserve Funds, Capital Project Funds, Construction Fund and Swaption Proceeds.  On motion of Mrs. Schwab and second of Mrs. Landis the Board voted 7 to 0 to approve the Financial Summary as presented.  (EXHIBIT)

 

The Board studied the Bill List for the General Fund.  On motion of Mrs. Jaquish and second of Mrs. Schwab the Board voted 7 to 0 to approve the bill list as presented. (EXHIBIT)

 

The Board studied the Bill List for Capital Projects Fund.  On motion of Mrs. Landis and second of Mr. Osborne the Board voted 7 to 0 to approve the bill list as presented. (EXHIBIT)

Mr. Rakoski presented the food service report.  On motion of Mr. Kollar and second of Mr. Erway the Board voted 7 to 0 to approve the Food Service Report as presented.  (EXHIBIT)

On motion of Mr. Osborne and second of Mrs. Schwab the Board voted 7 to 0 to approve the following:

Resignation of Laura Giles, paraprofessional, Mansfield Jr. Sr. High School.

Resignation of Kathleen Kline, paraprofessional, Liberty Elementary School

Resignation of Roy Baublitz, dishwasher, Mansfield Jr. Sr. High School

Resignation of Hailey Wood, student custodian, North Penn Jr. Sr. High School

 

On motion of Mrs. Landis and second of Mr. Kollar the Board voted 7 to 0 to approve the Field Trip and Conference Requests as presented.  (EXHIBIT)

 

Rita Boyden and Janice Colegrove requested the Board to consider additional compensation for tax collectors receiving installment payments.

 

Mr. Rakoski presented information and stated that the Administration would present a recommendation at a later date for compensation of tax collectors for the next four (4) years.

Discussed progress on the Warren L. Miller Elementary School renovations and Mansfield Jr. Sr. High School roof project. 

Updated the Board in opening of school activities.

 

 The Administration recommended Board approval of the following:

Tenure and to enter into Professional Employee contracts with the following teachers:

Lawrence Bubeck, elementary teacher, at Warren L. Miller Elementary School

Rebecca Dizon, elementary teacher, at Warren L. Miller Elementary School

Rebecca Sistek, vocal music teacher, at Warren L. Miller Elementary School

Kyle Smith, physical education teacher, at Warren L. Miller Elementary School

Lauren Webster, elementary teacher, at Warren L. Miller Elementary School

Brigette Ostrom-Largey, special education teacher, at Liberty Jr. Sr. High School

Samantha Yonker, special education teacher, at North Penn Jr. Sr. High School

 

Employ Daniel Carpenter, as Math teacher, Alternative Education teacher at North Penn High School, effective August 20, 2008.  Mr. Carpenter will be employed as a Temporary Professional Employee at Bachelor’s, Step 1, $38, 645, plus benefits as defined by the STSD/STEA Agreement.

Employ Krista Roman, as Spanish teacher, at North Penn Jr. Sr. High School, effective August 20, 2008.  Ms. Roman will be employed as a Temporary Professional Employee at Bachelor’s, Step 1, $38,645, plus benefits as defined by the STSD/STEA Agreement.

Employ Bobbi VanDruff as English teacher, at Mansfield Jr. Sr. High School, effective August 20, 2008.  Ms. VanDruff will be employed as a Temporary Professional Employee at Bachelor’s, Step 1, $38,645, plus benefits as defined by the STSD/STEA Agreement.

Employ Pamela Kelly as long-term substitute elementary teacher, at Warren L.  Elementary School, effective August 20, 2008, through January 16, 2009.  Ms. Kelly will be employed at a daily rate of $207.77, plus benefits as defined by the Conditions of Employment for Substitute Professional Employees.

Employ Misty Mattison as part-time cafeteria employee, at Liberty Jr. Sr. High School, effective August 12, 2008.  Ms. Mattison will be employed at an hourly rate of $7.15 as per the Conditions of Employment for Hourly Employees.

    

Employ Cory M. Johnson as 2008 summer student custodian, retroactively to July 17, 2008.  Mr. Johnson will be employed at an hourly rate of $7.15 as defined by the Conditions of Employment for Hourly Employees.  

Add the following individuals named on the enclosed exhibit to the 2008/09 substitute employees list. (EXHIBIT)

 

Add a .5 English as a second language (ESL) teacher position to the District, effective August 25, 2008, and eliminate the position of paraprofessional for ESL.

Add for following volunteers for the 2008/09 school year:

 

Carl Bloss, volunteer in library, at Liberty and North Penn Jr. Sr. High Schools.

Brett Upham, volunteer for basketball and soccer, at Liberty Jr. Sr. High School

Jonathan Lowe, volunteer for wrestling, at Liberty Jr. Sr. High School

 

Transfer the following paraprofessionals as stated below:

Sheila Bogaczyk, paraprofessional for Special Needs, at Warren L. Miller Elementary School, to paraprofessional for special needs at Liberty Jr. Sr. High School.

Meghan Colegrove, paraprofessional for learning support, at Mansfield Jr. Sr. High School, to paraprofessional for special needs, at Warren L. Miller Elementary School.

Rikki Schmelzle, paraprofessional for special needs, at Mansfield Jr. Sr. High School, to paraprofessional for special needs at Liberty Jr. Sr. High School.

Norma Martin, paraprofessional for special needs at Blossburg Elementary School, to paraprofessional for special needs at Warren L. Miller Elementary School.

 

Enter into supplemental contracts with the following professional employees to be mentors to new teachers in the 2008/09 school year:

Jason Dominick, girls soccer coach at Mansfield Jr. Sr. High School, $3,263.00

Revise the Support Staff Evaluation Plan, effective with the 2008/09 school year.

On motion of Mrs. Schwab and second of Mrs. Jaquish the Board voted 7-0, by roll call, to approve the above recommendations.

 

The Administration recommended Board approval of the following:

 Pupil transportation contracts for 2008/2009. (EXHIBIT)

School bus driver’s list for 2008/2009. (EXHIBIT)

 

Enter into an agreement with Laurel Health System to provide student and athletic physicals for 2008/2009 at a rate of $46.00 an hour plus 45¢ pe4r mile for services provided by a Nurse Practitioner or Physician Assistant. (EXHIBIT)

On motion of Mrs. Landis and second of Mr. Osborne the Board voted 7 to 0, by roll call, to approve the above recommendations.

The Administration recommended approval of a contract with Ivan Erway to provide daily transportation of students to and from school during the 2008/2009 school year in accordance with district formula and approval to place Ivan Erway on our list of approved school bus drivers for 2008/2009.  On motion of Mr. Osborne and second of Mr. Kollar the Board voted 6-0-1, with Mr. Erway abstaining, by roll call, to approve the above recommendations.

The Administration recommended Board approval of the following:

A project change order at Warren L. Miller Elementary School for HVAC construction by Schoonover Plumbing & Heating, Inc., in the amount of $3,128.00.

A project change order at Warren L. Miller Elementary School to provide cubbies, casework, shelving and components by Reed Associates in the amount of $88,370.00.   

Enter into a gas line agreement with PPL Gas Utilities Corp. to provide new natural gas service for Warren L. Miller Elementary School.

Grant Right-of-Way to PPL Gas Utilities Corp. in support of the new gas line to Warren L. Miller Elementary School. 

 On motion of Mr. Kollar and second of Mrs. Schwab the Board voted 7 to 0, by roll call, to approve the above recommendations.

The Administration recommended approval to add the following individuals to the Substitute Employees’ list for 2008/09:

 Debra Crocco, English teacher

Connie Bohart, Cafeteria

Linda Nybeck, Cafeteria, paraprofessional, custodian-pending receipt of FBI Clearance

 

On motion of Mr. Erway and second of Mr. Osborne the Board voted 7 to 0, by roll call, to approve the above recommendations.

The Administration recommended approval of the following:

Enter into User Agreements with the following for 2008/09:

Toddler University Day Care & Pre-School

Bradford-Tioga Head Start

Mansfield Area Nursery School

Joyful Happenings Day Care

 

On motion of Mr. Kollar and second of Mrs. Landis the Board voted 7 to 0, by roll call, to approve the above recommendations.

The Administration recommended approval to enter into a contract to provide meal services to the following:

Toddler University Day Care at Blossburg Elementary School

Toddler University Day Care at Liberty Elementary School

Bradford-Tioga Head Start at Warren L. Miller Elementary School

On motion of Mr. Osborne and second of Mrs. Jaquish the Board voted 7 to 0, by roll call, to approve the above recommendations.
