MINUTES:  BOARD OF EDUCATION–October 13 , 2008

The meeting of the Board of Education was called to order by Board President, Barbara Shull, with the following members present: Dan Berguson, Frank Kollar, Stuart Crossen, Roxanne Landis, Gloria Schwab, and Ivan Erway.

Also present were Messrs: Kalata, Rakoski, David, Mrs. Freeman, Mrs. Drabick, Mrs. Kelly, and interested teachers and citizens.

President Shull called upon Solicitor Christopher Lantz to conduct a public hearing on the LOCAL ECONOMIC REVITALIZATION TAX ASSISTANCE PROGRAM.

The following citizens presented testimony and presented documents which will be contained in the official transcripts of the hearing as prepared by court reporter Carl Swetland.

Robert Blair, representing the Tioga County Redevelopment Authority, spoke of the history of the program and the benefits of participation.

Thomas Fahsbender, Mansfield, cautioned about the affects of such a program on the small business owner.

John Kesich, Millerton, spoke against the program and questioned its legality.

Thomas Freeman, representing the Betterment Organization of Mansfield, spoke in favor of the program.

Kevin Cluszczak, Mansfield, commented on the need to promote jobs, particularly manufacturing jobs.

Following testimony President Shull announced that the Board would take no action this evening, but would further deliberate on the matter.

On motion of Mr. Kollar and second of Mr. Crossen the Board voted 7-0 to adjourn the meeting.
